DRAFT Minutes of the 2003 MSVFFA Convention Business Meetings – Sidney, MT
DAY 1 - June 13, 2003
Meeting called to order by President Mike Zuhoski at 9:20 A.M. Colors presented by Boy Scouts troop 187 Welcome by Mayor Brett Smelsee. Key to city was presented to the Volunteer Association. Kelly Knaff Chief of Sidney Volunteer Fire Department gave the Safety talk and updates on the days events.
E Board was presented: Mike Zuhoski President, Phil Meis VP at Large, Mike Doto Sec/Treasure, Rod Dresbach VP District 1 Stuart Fuller VP District 2, Leonard Lundby VP District 3, Jim Barnes VP District 4, Newly appointed Craig Hansen VP District 5, Gary Colley VP District 6, Jeff Thomas VP District 7 and ED Hatten VP District 8

EMC Insurance Presented a check to the association for $113. 585.11. 10% of this going to the Association the rest reimbursed back to the Fire Departments. (This is a rebate back to the departments that buy insurance from the insurance sponsored by this association) We also received a check from Provident Insurance for $500.00. Bob Strober President of the Chief’s association gave a talk on the new Firefighter license’s plates and how we can get them. Stuart Fuller gave a report on the Volunteer Fire fighters Association WEB site. Web Site is at http://www.msvffa.com or http://www.msvffa.org. Stuart spoke about plans to have a draft protocol book on web before the next convention in Billings.

DAY 2 – June 14, 2003
Reconvened at 9:00 A.M. by President Zuhoski Roll Call 12 Departments Present First Reading of Resolutions
Resolution #1 Whereas, the legislative bill enabling a $3,000.00 tax exemption for volunteer firefighter’s was withdrawn due to wording problems in the existing statutes, Therefore, be it resolved, that the Montana State Volunteer firefighters Association support and encourage changing the way that a volunteer fire department is defined in State Statute. Submitted By the Silver Bow Fire Council
Resolution #2 Whereas, the efforts of the Montana State Volunteer Firefighter’s Association have resulted in a recent pension increase for volunteer’s Therefore, be it resolved, that the Montana State Volunteer Firefighters Association continues to work with state Legislature Interim Sub Committee to find the means for finding further increases in volunteer pensions. Submitted by the MSVFFA Board of Directors
Resolution #3 Whereas, the Sidney Volunteer Fire Department, and its members and spouses, have spent many hours preparing for the Montana State Volunteer firefighter’s Association 2003 Convention and, Whereas, their efforts have resulted in a very successful and educational convention, Therefore, be it resolved, that the members of the Montana State Volunteer Firefighter’s Association do express their gratitude and appreciation to these people for a job well done! Submitted by MSVFFA Board of Directors
Nominations of Officers These names were turned in for the following offices: District 1 - Rod Drusbach District 3 - Leonard Lundby District 5 - Craig Hansen District 7 - Jeff Thomas President - Mike Zuhoski VP at Large - Phil Meise & Jerry Shepherd
Prevention Committee: Jim and Phil talked on the Smoke Detectors that are to be given to the departments. 25 Detectors can be sent to every department that requests them. Contact Jim Barnes at 312 N. Washington Ph (406)782-9263.
Convention Report: Conrad gave bid for the 2005 Convention. Kevin Mortiz gave a talk on what they will have in Conrad in 2005. Jeff Thomas gave a report from the Sidney convention
Resolutions Second reading of the Resolutions Motion by Kevin Mortiz and second by Phil Mies that it be accepted as read

Submitted by MSVFFA Board of Directors Committee recommended a do pass Motion made by Kevin Mortiz and seconded by Mark ???? to pass - Motion carried
Convention Committee: Conrad was the only department for the 2005 convention Motion made Hamilton and second by Sidney Motion passed
Memorial Committee: Jay Williams discussed the fire fighter memorial and how the names will be put on the wall.
Audit Committee: Committee found the books to be in order Motion made and seconded to accept the committees findings Motion passed
Nomination Committee & Elections: President Mike Zuhoski - Moved and seconded - Passed Vice President at Large Phil Meis and Jerry Shepherd. Vote by ballot by department. Jerry Shepherd won on votes District 1 Rod Dresbach appointed by acclamation District 3 Leonard Lundby Nominated and seconded Passed District 5 Kraig Hansen Nominated and seconded Passed District 7 Jeff Thomas Nominated and seconded Passed
Adjourned until the Montana Fire Alliance convention in Billings, 2004.
